In the late 1980s, Postville, Iowa, was a stagnant, even dying community, a victim of the farm crisis. It was becoming a town of empty storefronts, largely of people over fifty, as many promising young people had left. Most Postville residents were pleased when a group of Orthodox Jews from New York bought an abandoned slaughterhouse and turned it into a modern kosher meatpacking plant. Hasidim--specifically Lubavitchers, belonging to one of the strictest currents of extreme Orthodoxy--arrived, along with foreign workers, mostly eastern European Christians.

...citizens. At best, they may be economically productive but otherwise irrelevant enclaves. If such groups reach a significant proportion of the population, unmanageable conflicts are likely to result. It is arguable that the ultrareligious factions in Israel present that nation with an all too real problem. How to deal with that sort of thing has so far eluded the Israelis--and everyone else.
