The first thing to keep in mind about this slender volume is that it is based on the in-depth study entitled Masses in Flight: The Global Crisis of Internal Displacement by Roberta Cohen and Francis M. Deng, published also by the Brookings Institution Press, in 1988. More realistically, as if not trusting the likelihood of success in preventing displacement, the next principle states that, "Displacement shall not be carried out in a manner that violates the rights of life, dignity, liberty and security of those affected" (pp. 130-131).
Now let us wish for a sequel that will spell out practical solutions.
