In the southern reaches of the Philippines archipelago, the sea surrounding the islands of the Mindanao region remains an invaluable resource whose rich marine life, in principle, could anchor a thriving economy. Yet parts of Mindanao have suffered from an abject, intractable poverty that feeds an armed insurgency and an at-times active war against the country's armed forces.

But with courage, the right attitude, and proper training at places like the National Fisheries Center, the impossible can, in fact, happen."
