The green revolution gave rise to new technology that has averted famine in much of the developing world by transforming food production. Yet the benefits of this innovation have largely bypassed hundreds of millions of farmers living in forgotten corners of the tropics.
Among those left behind are the estimated thirty-two million small farmers who inhabit the tropical American hillsides. About 40 percent of them live in absolute poverty. Their problems are reinforced by low agricultural productivity, limited access to basic services, and a lack of political power. The plight of these communities is further complicated by periodic natural disasters, rampant soil erosion, deforestation, and loss of biological diversity.

Without that investment there would be no improved varieties to replace lost harvests, no CIALs or Campos Verdes to select and adapt new technologies, no decision-making tools to guide relief efforts as well as longer-term initiatives, and, perhaps, no hope of getting hillside communities on the path to sustainable development.
