Families, too, are now the big winners in the federal income tax code.
The biggest reason is the child tax credit, which, in 2000 reduced family tax liabilities by $20.7 billion.
Other provisions include the adoption credit, the partial elimination of the marriage penalty, the child-care credit, education credits, and expansion of the EITC to families with more than two children.
