Periodically, Americans rediscover the importance of the Caribbean. Bill Clinton has. Or at least a part of it--and with a vengeance as problems over Haiti mount. When asked why the United States should spend so much time on the Western Hemisphere's most benighted member, the president answered, "It's in our backyard."
Let's be clear about geography. The Caribbean Basin embraces the islands of the Caribbean from Cuba to Trinidad-Tobago--a distance of no less than 1,600 miles--plus Mexico and Central America (including Belize and Panama). Usually, the northern rim of South America (from Colombia to French Guiana) is thrown in for good measure. It was the focal point of the Spanish-American War in 1898 and the American invasion of Haiti in 1915, Grenada in 1983, and Panama in 1989.
It is of little concern to the present administration's foreign policy, except for an overwrought interest in Haiti.
However, because it is in America's backyard, a consistent, sustained policy is necessary.
