U.S. SHOWS MORE INTEREST
RUSSIA-Bill Clinton at last looked South. With the USSR broken up and the Cold War over, the United States could relax, its "exposed underbelly" no longer in danger. Military juntas were gone, too, as all Latin American countries now have constitutional civilian governments.
