Indeed, following the second crisis--which ended with the February, 23, 1998, agreement between UN Secretary General Kofi Annan and Baghdad on modalities for UNSCOM inspections--the Clinton administration was openly duplicitous regarding Iraq. It created the impression that Saddam had been so intimidated by the U.S. show of force that UNSCOM could conduct aggressive and effective inspections in Iraq. Over the past year, it passed legislation to provide funding and arms for a popular insurgency that would overthrow Saddam.
