The IRS unquestionably has major administrative problems and does not adequately respect taxpayer rights. A few IRS employees are willing to do almost anything to improve their collection statistics.

To protect against excesses, the law needs to be changed to enhance taxpayer rights in tax disputes with the government. But the real problem we face is not the IRS. The current tax system has become so monstrously complex that even if Saint Peter himself were administering it, people would still routinely experience major problems. The mere mortals at the IRS have an impossible job.
