Fresh from announcing he won't run for president but will become a member of the GOP, the 58-year-old Powell sent a letter of endorsement to Tom Campbell, a former Republican legislator running in a special election for a House seat from Northern California in December.

"I applaud the fiscally conservative, independent-minded, and socially responsible positions I note you have taken during the campaign," Powell said in the November 27 letter, adding that he had enclosed a campaign check for $500.

Campbell won in a romp, with 59 percent of the vote to his main opponent's 34 percent.

The endorsement of Campbell is not likely to be Powell's last political act, even though he ruled out a presidential run because he lacks the "fire in the belly" for the grueling campaign.

"It would take a prominent, useful spokesman and elevate him to a new level," he says.

If Powell were willing to accept such a nomination, it would make him even more helpful to the party.

All in all, many observers agree, Powell is a potential 16-inch gun in the Republican campaign artillery. The only question that remains is, how active will he be?
