This year marks the ninetieth anniversary of the federal income tax. After nearly a century, the public continues to debate what constitutes a "fair" tax rate and who should pay it.
President Bush has said he wants to make his 2001 tax cuts permanent and is talking about $150 billion in new cuts. Democrats oppose Bush's reductions on the grounds that they will increase the federal deficit and will help only "big business."
