Although the region has succeeded in overcoming a long and bitter history of military dictatorships and bloody coups d'etat, democracy, as a political system, continues to be weak and unstable in Latin America.
There is a large and growing popular resentment toward governments and political parties which are blamed for the meager economic growth, its attendant poverty, massive unemployment and inflation, as well as social inequality and the inefficiency of public services. To that are added the institutional crises that range from the incompetence of the judicial system to the politicization and corruption of all branches of the government and democratic institutions.

Villacorta ominously concludes: "One thinks that because a social upheaval has not yet occurred, nothing is going to happen. But everything has a limit, and the temperament and patience of Latin Americans has run out a long time ago."
