Fair and honest elections are at the very heart of a democracy. Sir Winston Churchill reminded us that "at the bottom of all the tributes paid to a democracy is the little man, walking into the little booth. ... Only if the little man walks with confidence in, and respect for, the system can the promise implicit in the precious right to cast his ballot be fully realized."
The United States sends observers to other parts of the world to guarantee that "little man's" right. We should do no less at home.
That passionate belief led me to challenge an election that I believe was rife with maladministration and fraud.
In the face of anticipated charges of "sour grapes" and "sore loser," my running mate, Paul Rappaport, and I made the very risky decision to contest the 1994 Maryland gove...

...For Maryland Republicans, who seldom come close to winning statewide contests, this has been a learning experience. For me, my running mate Paul Rappaport, and our families, the election aftermath has been a difficult ordeal. But it is a battle from which we could not walk away. When we believe wrong has been done, we have a responsibility to stand and fight. If not me, who? If not now, when?
