It took a second term and a healed knee injury, but President Bill Clinton finally made it to South America October 13 to 18 for a three-nation tour touting, among other things, the joys of democracy and free trade, albeit with local variations.

Starting with two days in Venenzuela, the presidnet praised somewhat prematurely the economic reforms of President Rafael Caldera. But Clinton could afford to be generous. Venezuela has become America's No. 1 supplier of petroleum, and even better, Caracas has recently opened that sector to foreign investors, which assures an even more stable supply in the future.

The following three days in Brazil were spent defensively assuring Brazilians that the United States does not feel threatened by Brazil's emergence as an economic power, but indeed ...

...til Brazil has succeeded in widening the MERCOSUR to include most of South America, bringing Brasilia into position to strike a better bargain with Washington.

Meanwhile, if the Clinton administration wants the United States to be first in line to enter one of the world's most promising emerging markets, it will have to show more imagination and political daring than it has in recent years.
