Challenge of victory
UNITED STATES--President Clinton started out ahead in the polls, and nine months of campaigning and $800 million in spending seem not to have made a dent. The last two weeks of the campaign will be remembered more for its surly tone and alarming hints of White House scandal than for memorable debate.
Still, the morning-after reality is that the man voters are returning to office should be--indeed, must be--a very different politician from the one elected four years ago. Mr. Clinton, a gifted and joyful campaigner, is well aware that he has won his last election. Thanks to the strong economy, lower crime rates, and peace abroad, he has become the first Democrat since FDR to win two full terms. Now, the poll-driven impulses that have guided his past decision-making can be dropped in favor of tackling third-rail issues with Congressional moderates from both parties.
But if he wants to avoid being remembered simply as the most-investigated President in the modern era, Mr. Clinton must first do something dramatic about ethics. [He] can become the President who transforms politics as usual with widespread campaign-finance reform.

Perhaps his administration has been the one which has suffered the most political scandals since Richard Nixon's time. Nevertheless, Clinton does not appear frightened by the threat of a second Watergate. After all, difficulties have always seemed to be his favorite cup of tea.
