I had some sleepless nights back in August 1996, when President Clinton made good his promise to "end welfare as we know it" by signing the bill that would begin the brave new era of welfare reform in this nation. Would we see Baltimore become another Calcutta, with large numbers of impoverished families calling the streets home? Would mothers be forced to give up their children because they could no longer clothe and feed them without public assistance?
I'm sleeping a lot easier these days. Rather than the unmitigated disaster of the scenarios that once haunted my dreams, welfare reform in Baltimore has been remarkably successful. ...rience in "ending welfare as we know it" didn't lead to the haunting scenarios of my early dreams. But I think it wise to be cautious about making any definitive statements—yet—about the long-term impact of welfare reform in Baltimore, or anywhere else, for that matter.
Reform in my city is an evolving story, and, so far, it's evolving in a positive direction. I think I'll leave it at that.
