Lines were light and security tight as I checked in at the United Airlines ticket counter at Baltimore-Washington International Airport. I was flying to Springfield, Illinois, with a connection through Chicago. But the ticket agent, instead of heaving my bag onto the conveyor, signaled an official who began an inspection of this most ordinary-looking piece of luggage.
