Even before the events of September 11, 2001, and the ensuing war against terrorists and terrorism, the Bush administration had inherited a full plate of priorities in foreign affairs. One of the most compelling in human terms is Colombia. Washington's prestigious Inter-American Dialogue affirms: " ... no country in Latin America outside of Mexico will command greater U.S. policy attention than Colombia." That nation has long been besieged by internal conflict. But the appetite for cocaine and heroin in the United States (where 3.5 million are addicted to cocaine and up to 12 million use illegal drugs), Europe, Canada, Asia, and even Latin America feeds a veritable killing machine that annually takes the lives of over 3,000 Colombians (over 40,000 in the last ten years).
