With more than three-quarters of his tenure completed, it is now appropriate to ponder how Clinton's administration will be seen in the context of the American presidency as a whole. The historic impeachment of this president has run its course, as have much of his administration's key initiatives, and if history is any indication, the remaining months will comprise mostly footnotes.

As with any presidency, Clinton's is a melding of man, times, and office. A look at each of these in turn will show that he will be remembered as a small man in small times who, at least for his term of office, has reduced (for better or for worse) the dominant role that the presidency has played since 1933. While William Jefferson Clinton has been a small president in every sense of the word, he has--albeit unwittingly--presented Congress and the country with an exceptional opportunity to equilibrate an imbalance of power in America? governmental system. If that occurs, it would be largely the result of the small Clinton presidency. And that would be no small legacy for so small a president.
