With the Security Council's August 11, 2006 resolution as the template for the cessation of hostilities in Lebanon, implementation responsibility now shifts to the combatants and the Lebanese government acting as guarantor. As the last line of defense, the United Nations Interim Force in Lebanon--UNIFIL--will be the international community's backstop.

Unfortunately, the new UNIFIL is a backstop with a gaping hole. Without the capacity to act independently and proactively, it will be incapable of rescuing what is likely to be the failure of the poorly trained, equipped, motivated and ethnically divided Lebanese army to keep the guns and rockets silent.
